Where Roof Water Goes After the Gutter

A working gutter moves the problem to the ground. Where it lands is the part nobody looks at.
The discharge point is the whole job
A downspout that empties at the base of the wall has moved water from the roof to the foundation perimeter. That is not a solution, it is a relocation. Extensions exist to carry it clear, and they are the component most often removed for mowing and never put back.
Buried lines and who owns them
Many Charlotte houses run downspouts into buried lines. The city is explicit that it is responsible only for the parts of the drainage system in city-maintained rights-of-way and in easements conveyed to and accepted by the city. A line across your own yard is yours. When one silts up, water backs up the downspout and spills from the gutter - which looks exactly like a clogged gutter and is not.
Sump and foundation drain discharge is expressly permitted
The city's stormwater ordinance lists collected stormwater from foundation drains and footing drains, and from basement or crawl space pumps, among the flows it permits. If you are combining a sump discharge with roof drainage, that is the provision that covers it.
How much water is actually arriving
It helps to know the quantity, because it explains why discharge points fail. At Charlotte's design rainfall, every 1,000 square feet of roof plan area delivers roughly 33 gallons a minute. A modest 2,000 square foot roof is therefore producing something like 66 gallons a minute in a heavy storm - a bathful every ninety seconds, continuously, arriving at a handful of small openings. A pipe emptying that into a flowerbed does not absorb it. It relocates the puddle, which is why an extension that seems to have fixed the problem in ordinary rain fails in the storm that mattered.
Where it can go
Onto ground that can take it and away from the building, which usually means further than people assume. The right distance is a function of grade rather than a fixed number, and on a lot that falls toward the house no extension length solves it on its own. Into a buried line, provided that line still works - which is worth establishing rather than assuming, since nobody inspects them. Into the storm system, where a connection exists. Roof runoff is stormwater by the city ordinance's own definition, so it is not an illicit discharge and the illicit-connection rule is aimed at non-stormwater rather than at downspouts.
What we check
That every downspout discharges somewhere the water can actually leave, that buried lines take water rather than just accepting it, and that nothing is quietly emptying against the wall. The last of those is the most common and the least noticed. An extension that has been pulled off for mowing looks like nothing at all from a distance, and it turns a working system back into one that empties at the foundation.
Why the buried line fails invisibly
Every other part of the drainage path announces its problems. A blocked trough spills where you can see it, a detached extension lies in the grass, a stained fascia shows its history. The buried line is the one component with no visible face at all, and on most houses it has no access point between the downspout connection and wherever it discharges - nothing to open, nothing to look into. It also sits at the end of the chain, which means everything the gutter fails to hold is delivered to it: the fines, the grit, the shredded leaf that washes through the outlet. It collects the whole system's output at its lowest point and tells you nothing until the day water climbs back up the downspout, at which point it has usually been narrowing for years.
