Which drainage rules apply

Fort Mill and Indian Land are Charlotte commuter towns, and they are in South Carolina. Everything on this site about North Carolina statutes, Mecklenburg County ordinances and the Charlotte historic commission stops at the state line and does not apply to you.

South Carolina regulates residential construction through the Residential Builders Commission. Its list of residential specialty classifications runs to thirteen trades — plumbers, electricians, roofers, masons, carpenters and so on — and gutter work is not among them. The roofing classification is defined by the materials forming the water-tight surface of the roof, which is not what a gutter is.

What does apply is the residential builder threshold: work constituting the repair or improvement of a residential building where the cost of the undertaking exceeds $5,000, which is a typical figure for the statute rather than a price we are quoting. Ordinary residential gutter work falls below it. A multi-building or community-wide contract can exceed it, and that work is performed by a licensed South Carolina residential builder.

Fort Mill is in York County and Indian Land is in Lancaster County, so even within this one page the county authority differs depending on which side of the line you are on.

What this means for your gutters

Gutter work is not on that list. The roofing classification is defined by the materials forming the water-tight surface of the roof and its accessories - flashing, valleys, gravel stops - which is a description of the roof covering rather than of the drainage hanging off the fascia below it.
