Whose pipe is it?
This is the question that surprises people. Charlotte's own stormwater code states the city is responsible only for the portions of the drainage system in city-maintained street rights-of-way and in permanent drainage easements conveyed to and accepted by the city. The buried line running from your downspout across your yard is not either of those. It is yours.
How a blocked line imitates a clogged gutter
Water backs up the downspout, fills the trough from the bottom and spills over the front edge - which looks exactly like a gutter full of leaves. We have cleared plenty of gutters that were not the problem, which is why we check the outlet takes water before we call a job done.
What blocks them
Silt and fine debris settling over years, root intrusion at joints, and a crushed section where something heavy has been driven or parked over the run.
Why they silt in the first place
A buried downspout line is a pipe with no self-cleaning velocity for most of its life. Ordinary rain moves a trickle through it, and a trickle drops the fine material it is carrying rather than carrying it out. Over years that builds a layer along the invert. Nothing fails, nothing overflows, and the owner has no reason to think about it - right up until a heavy storm arrives and the remaining bore is not enough. Which is why the first symptom is usually dramatic and sudden despite the cause being slow. Roots find the same pipe through joints, particularly where a line runs under or past mature trees, and Charlotte has a lot of mature trees. A root mass at a joint then catches the silt that would otherwise have passed.
How we tell a blocked line from a blocked gutter
Water backing up at the downspout rather than spilling along the run. Gurgling at the outlet. Overflow that gets worse as a storm continues rather than better. And a gutter that was cleared recently and is overflowing again anyway. The definitive test is simple: run water in at the top and see whether it comes out at the discharge point. If it does not, the trough was never the problem.
What clearing involves, and what we look for afterwards
Mechanical clearing from an access point, then flushing, then confirming discharge at the outlet end. If the line will not clear, or clears and then re-blocks quickly, that usually means a collapsed or root-invaded section rather than silt, and the honest answer is excavation of that stretch rather than repeated clearing. Where a line has no cleanout - which is common on older installations - adding one is worth considering while everything is open. It turns a future blockage from an excavation into a visit.
