Charlotte proper is the one part of this metro where a single authority covers everything - the city runs its own ordinances across all six drainage families rather than sharing them with the county. That makes the jurisdiction question easy here and genuinely complicated two miles outside.

What this means for your gutters

What actually changes street to street is the canopy. A roof under willow oak gets catkins in Mar and Apr and acorns from Sep to Nov. A roof under sweetgum gets gumballs from Dec through Apr, which is why some Charlotte houses clog hardest in what everyone else calls the off season. That is the whole reason we ask what is overhead before suggesting a schedule.

Charlotte is unusually wooded for a city this size. The most recent published canopy assessment put coverage at 47.3%, measured from aerial imagery captured in June 2022 and published in November 2023 by TreesCharlotte with the city. It is a few years old and the assessment is periodic, so treat it as the latest published figure rather than as today's - but even allowing for that, it is a great deal of tree per roof, and it is the single biggest reason gutter maintenance here is not the same job it is in a comparably sized city elsewhere.

What that means street to street. Canopy is not evenly distributed. Older neighbourhoods inside the city tend to carry mature hardwoods directly over the roofline; newer development on the edges often has smaller trees set further back but larger roof planes. The first produces a heavy, species-specific debris year. The second produces less debris and more volume of water, which fails in a completely different way - at the outlet rather than in the trough.

Charlotte administers its own ordinances across every drainage family rather than sharing any of them with the county, so for work inside the city limits there is a single office to deal with. Two miles outside, that stops being true, and the arrangements between the towns are genuinely inconsistent.
